The skilled visa 2025–26 nomination program for Victoria has closed. The Victorian Government has confirmed information on the program will be released as available for the 2026–27 program.
To meet the Australian Government's points test, you must score at least 65 points, with 5 points being awarded for state or territory nomination. But 65 points is no assurance of being selected.

The Victorian onshore pathway requires that you are living and working in regional Victoria generally. Regional areas are indicated in some outer Melbourne sites and will need to be checked by the specific postcode.
There's no requirement for Victoria to be working to qualify for 190 nomination. But a variety of skills and other considerations might apply to ROI selection.
Victoria says an ROI is not an application for nomination and there is no guarantee that an ROI will be selected.
International students and graduates may be allowed if they meet the relevant requirements of the Australian Government and Victorian Government for nomination. Onshore 491 pathway requirements include skilled employment and residency in the region.
The visa is a permanent skilled visa nominated by a state or territory – subclass 190. Subclass 491 is a five-year provisional regional visa which must be held for a period of 5 years, and during that time, the visa holder must reside, work and study in a designated regional area, and may lead to successful permanent application for subclass 191.
